Draw one bar per category at positions 0, 1, 2, ..., with bottom_values at the base and top_values stacked directly on top of it, so each bar's total height is the sum of the two.

Label the lower series "base" and the upper one "extra", and show the legend. Return the Axes.

The upper series has to start where the lower one ends, which is what the bottom argument is for.
