Plot y against x, find the highest point, and annotate it with the text "max" and an arrow pointing at it.

Put the annotation's text at (x_max, y_max + 1) so it sits just above the point it names, and give it an arrow (any arrowprops will do). Return the Axes.

Annotation differs from plain text: it has both a point it refers to and a place the words sit.
